CENTER COUSELOR
For older adults age 55+ who are able to come to the Center, a professional social worker is available on-site to assist with a variety of issues. The Counselor helps members access benefits, provides counseling, serves as a liaison to other programs, advocates on behalf of Center members, conduct seminars on social service-related topics and screens applicants for Center membership.
The APPRISE Program has Counselors available by appointment to make sure you get your Medicare questions answered and apply for the programs that can save you money. Extra Help can help lower your prescription co-payments and premiums and cover the cost of the coverage gap.
APPRISE Counselor can help with:
- Medicare A & B
- Medicare Prescription Drug Plans (Part D)
- Medicare Advantage Plans
- Medicare Supplemental Insurance (Medigap)
Apprise is a free, public program of PA Department of Aging. We are here to give balanced advice. We do no sell or endorse any one insurance plan over another. If you have any problems with your plan, we can get them resolved.

IN-HOME SUPPORT PROGRAM
Program Qualifications:
- Must be 60 years of age or older
- Must be a resident of Philadelphia)
- Temporarily or situationally unable to leave the home safely without assistance or difficulty, due to mental or physical illness, disability, frailty, or extreme environmental conditions.
- Must not have a long-term need
- No Income Eligibility Requirement
On-Going Services:
CCT Transportation
Sponsored rides are available to transport IHSP consumers door to door to medical appointments, using SEPTA’s CCT van services. This service is provided at no cost to the consumer.
Home Delivered Meals
IHSP can deliver nutritious frozen meals to your home each week. Kosher meals are available as well.
Senior Companion Program
The Senior Companion Program (SCP) is a person to person program for older adults that links volunteer companions with elderly or disabled persons who need assistance in order to remain in their homes. The goal of the SCP is to decrease isolation and increase socialization. Companions can visit consumers several times a week and provide the following services:
- Accompanying to medical appointments
- Assist with brief walking & exercises
- Errands such as light shopping
- Preparing light meals
- Respite care (relieve family caregiver)
- Talking, socialization, reading
CCT Transportation
Sponsored rides are available to transport IHSP consumers door to door to medical appointments, using SEPTA’s CCT van services. This service is provided at no cost to the consumer.
Temporary Supportive Services
- Adult Day Care Services for up to four weeks
- Incontinence Supplies/Nutritional Supplements up to three months
- Home Support Services- Assistance with light routine house cleaning and laundry services for up to six months
- Personal Care Services- Assistance with bathing, dressing, grooming, toileting, transfers and eating for up to four weeks
One Time Items & Services
When insurance doesn’t cover the cost of items and services that are important to your health and comfort, IHSP may have limited funds available to assist with:
- Adaptive Equipment
- Appliances
- Dentures
- Glasses
- Hearing Aid
- Heavy House Cleaning
- Minor Home Repair
- Orthopedic Shoes

NEIGHBORHOOD ENERGY CENTER
The NEC provides information on energy conservation techniques to lower utility bills; education on common home repairs that yield the most savings; utility assistance and weatherization programs available to low- and moderate-income families; home repair programs for housing preservation; and developing a budget to manage household expenses. The goal of this program is to help families remain in their homes by leveraging resources to managing utility expenses through conservation and subsidy assistance.
Through grant funding provided by the Energy Coordinating Agency (ECA), & Utilities Emergency Services Fund (UESF), the NEC provides assistance with the following programs & applications:

- Low Income Conservation Assistance Program (LICAP)
- Rain Water Barrels
- Utility Assistance
